My family was not religious, but they WERE upper-middle-class, and the expectation was absolutely that I would at the very least be extremely careful about any risk of getting a girl pregnant. When I started dating my first girlfriend (now wife) at 15, we did not have sex until several years after, I think about 17/18 years old when we were at university. We were extremely careful to make sure that we did not have risks of pregnancy.
I don't think the choice is "no sex before marriage" vs "sex all the time". I think that sex can be a part of a committed, mature relationship before marriage. In our case, we did not wait because only poor people get married in their teens or early 20s, and we knew we were great together, and we did not want to wait until we were married at 27 after school.
