I can't tell you if there's bases here but what I can tell you is that for some reason their craft is able to enter the water and go to incredible depths. I'm not sure how they accomplished this or how they're able to deal with the pressures but ensure it does seem one of the best places to be if you are trying to hide from anyone.
Now I'm not sure if there is something like a portal or a space gate or something like that but what I can tell you is that you can do some pretty amazing things at salt water
