The short answer is that if I was a dicatator in charge of the board, I'd probably have given them the boot initially too, but the difference between all these memes and their appearances on their home boards is that they do things on /bant/ that they don't or can't do where they originate. Cirno's gets would have resulted in a ban on /jp/, if some autist spammed "Blow it out your ass" on /vr/ he would have been kicked, and Gondola is confined to webm boards that largely don't support a discussion format that would be allowed on /bant/. And they've all mutated from their sources: Cirno is a fishe-eater self-proclaimed "queen", Duke is an all-American pro-American, Gondola now has an evil?Twin. Pepe's "threads" here are just copies of /pol/ and /r9k/ shit, things that you have no reason not to post on those boards unless for some reason you want to see how a board different from your own will react to him.
And the reason that our artists draw Pepe negatively is because they're sick of him. None of them want to draw him in a positive light. The closest we've done of that is letting him briefly strangle Cirno (since she's annoying) before getting frozen by her in retaliation. If you ask us to depict your frog, we will depict him as the garbage forced meme he is.
