4chan pass is purchased in bulk by advertising companies and they spam boards with bot-generated posts. Since there's so much shit posting anyways, the truly awful ones die quickly and no one noticed, but the ones that get the most replies is used by the bot to improve it's posting method. It's extremely cheap and runs itself.
