the idea of ARM and espescially RISC-V is to extend the machinecode so that known patterns can be build into the architecture skipping unnecessary calculations. intel x86-64 is fixed and can't be extended to save calculations. ARM does it and with RISC-V every chip manufacturer can improve their architecture so that the calculations are skipped. it opens up possiblity to make architectures exactly for the use case to be the fastest and most power efficient chip for it.
