Part of it might be that having a lot of normal tattoos just isn't edgy anymore, they can't sell full sleeve dudes as tough guys if every thot has full sleeves, right?
I think part of it might be about Mexican gang culture. I think they want to popularize face tattoos on whites and blacks because it will make dudes like pic related walking around the USA less alien. You'll start hearing:
