The idea is that whites are somewhat adapted to civilization, so they are not accustomed to using their eyes, ears, nose, and mouth for survival. But for a savage, this is necessary. So savages have larger and more prominent facial features, in particular on the lower half of the face. While whites have smaller and more refined sense-organs, but a larger cranium.
