The northern house of Israel was cut off from God, they were heathenized, but God promised to regather them and have mercy on them. Paul knew this and he is only addressing Israelites. The whole book is always in the context of Israelite nations. It doesn't mean other people can not believe in Christ, but they are not the called, the called are only the Israelite nations which are identified in the ancient Germanic/Celtic/Scandinavian and kindred peoples of Europe, which became the fundamental Christian nations of the world. The custodian of God's word who established Christianity, who translated, printed, and missionized the Bible into the 4 corners of the earth. No people fits the descriptions and prophecies of Israel other than European peoples, the original Christians, they were the lost sheep of the house of Israel.
This verse does not order us to racemix our nations out of existence. To even suggest such an absurd thing is extremely perverse. Nations have alway existed, and God prophesied we would become a company of nations. He doesn't order the mixing of all seeds. Other races do not have a right to mass-access white women and white civilization because of that verse. And if such things are your intention, then I doubt you are really a Christian in the first place.
