It's good to have a back up in those cases, and many countries can't do it thru their site, anyway. But yeah, they're still using it in the end. It's neat, though. Despite the harm it can cause - nevermind that they shouldn't rely on it totally - it has a certain cyberpunk feel to it that this's mostly up to ai.
