I would say its really the MIC and DARPA seeing how well their tech works in the public arena and what sort of valuable data it gathers.
Lets say we dont like some regime or some dictator turns against the global elite, you just target his son with sattelites telling him hes a tranny or a general into making stupid mistakes and you then go to the dictator and say if you play ball we will reverse the effects.
