i think for pure efficiency learning to read first would be the best option especially since i'm under the impression that input is unspeakably more important than output, especially at first, but the fact of the matter is that it's an introductory college course so it needs to be structured as such. it's a lot harder to test people on their comprehension of input than it is on their output and it's much more engaging to practice listening/speaking in a classroom setting than reading/writing.
in the end it's just not reasonable to tell people that their homework for the week is to read in japanese for at least 10 hours in a 101 course even if that's the fastest way to learn
