I think the problem would be simply how much money, numbers, and arms groups like the Triad, the Cartels, and the Italian Mafia and even some biker gangs have. A lot of those guys have straight up military tech and explosives while a lot of black gangs have whatever has been stolen from houses or purchased shitty burner guns. Not that they aren't lethal gangs; the Vicelords and BGDs will fuck someone's day up but I feel they are more unorganized and run more off of drug trading, while the violence is a nasty byproduct of it that they engage in.
Whereas, the Mexican Mafia, Cartels, Triads, Italian Mafia are fucking crazy and horribly brutal. Just go on Best Gore or LiveLeak, most black gang shootings are just drivebys and shootings while the other listed gangs can be observed killing live people with fucking chainsaws and machetes and grenade launchers for little reasoning.
