The western world considered this barbaric, as it was mainly barbaric nomadic horse tribes that did this. Eventually horse riding became common enough that pants were common for men everywhere to wear, and girls wouldn't be doing things like riding horseback. The girls kept the skirt, it looked nice, while the men started using pants for better protection, comfort, and ease of movement.
Pants are just easier and better for most things and so men would do the practical thing and wear them. Women had to care about appearance and shit like that and used skirts to their advantage.

I wouldn't care if skirt for men came back but they also weren't originally frilly or anything like that, instead the shirt would just extend down a little and would be like a normal shirt length plus a pair of shorts, not a proper "skirt" so much as a long shirt that also covers some leg and private areas it would just be built into clothing.
