I'm not sure if it's government agency, private citizens, or secret cabal, but to be sure, I have been followed across state lines, had all of my electronics mirrored, and even had deliberate "clues" sent to me, like files off of a complete strangers phone who was also being targeted.
These people are beholden to no privacy laws, have absolute power, and operate at the highest levels with complete impunity.
