Simply put, gender is fundamentally an internal experience whereas race is not. Racial identity is something assigned to us, but gender works differently.
The expectations for how gender is expressed is assigned to us, e.g. a man nowadays is supposed to wear a suit instead of high heels and a dress like Louis XIV. But they both experience the fundamental essence of "being a man" regardless of what manliness is supposed to look like in their society.
Basically, saying race and gender are the same thing is like comparing someone's nationality to their qualia. It's nonsense.
When someone changes their gender, they're changing the outward perception of their gender to match the internal experience that was already there. When someone tries to change their race, it means they're delusional or being a snarky faggot for (You)'s.
