Why do you think we had a whole Cold War where none got launched? What about the Korean War where Gen. MacArthur wanted to use nuclear ordinance on the northern border of Korea, blocking Soviet reinforcements? Sure, it would have secured a South Korean victory, at the cost of, more than likely, a nuked northern hemisphere (thanks Truman).
Also, little problem. Mecca is located in Saudi Arabia, which is one of our allies.
