Second, before you want to cast a ballot, you need to "initiate activities" (iniciación de actividades) which is a procedure where you declare your existence to the SII and the type of draft you are going to pay taxes for (basically that's the activity you develop to win money). It's very easy, everything is online and you can do it on their webpage as well.
