Above the building is the CIA plane. Both teams can spawn up there and it will circle around the map. Ideally demomen and snipers can sniper and bomb from it.
Also the gravity around the altitude of the plane is 90% of below. Above it near the top it reaches 80%. This will allow for slightly longer airtime for those who can reach this altitude.
