using a garden hose with a pressure tip doesnt have nearly enough sploosh power as needed, you would need special hoses from sploosh labs BUT they have stopped making them a decade ago because spigots appropiate for hoses have been banned in competitive sploosh arenas in 2008
my second point is that you brought some very good point up
instead of creating a coilgun, i could imbue the sploosh water with salt and put two very high current rails down the sploosh cannon barrel and super sploosh the water out like a railgun, this could even work as a sploosh pisser if i had enough water constantly going down the barrel for absolute huge splooshes but the worry is that i would need to have a really good injector for the sploosh to blast before it boils
