standard rules dictate that each creature offers a certain amount of experience to divide among everyone who defeated it. you keep track of all the experience you've gained and consult a big table to determine what level you are based on your total exp
almost nobody does that though so usually the dungeon master will just sort of decides when everyone levels up and tells them
