Both times it was counted as an absence. We were forced to stay in for recess if it got below -30. I've lived in the prairies most of my life, it's different in other regions. In Vancouver the city shuts down if there's any ice on the roads, their infrastructure isn't made for it; I believe Quebec and Ontario also hand out snow days but it doesn't get nearly as cold in their major cities.
