People of no means were kidnapped, as nobody would miss them. They were brainwashed, then landed by fake "alien spacecraft" to attack people.
But they were given very poor weaponry, so, by the end of the fake invasion, normal citizens were basically using them for target practice.
This, supposedly, united the nations of the world, giving them a false enemy to unite against, and ushered in a world government.
