I don't think it's so much degeneracy at that point, just a mental health issue that they need to be helped with, like anxiety disorders, depression, phobias, and other mental health problems. But unlike some of them it might not affect their ability to live their life or their capacity for thought, if they dress as a girl, they can still be happy, and as smart as any normal person, but it could lead to bodily harm like hormone therapy and invasive surgeries.
