People very rarely showed up, but everyone would claim that they would be there in 30 minutes. That wasn't even the original camera that meme came from. They took that one down. The original had a card stand outside of some tourist shop or some such store located at Times Square. Every once in a blue moon someone would actually show up, and the signal was to fuck with the card stand. Eventually "they" caught on, and no longer offered that camera angle. Video related
