i think it was because all western movies were verbotten for 50 years due to communism and after the ussr collapsed there was a rush to put out as many western movies out on the market as possible and that's why the just let whoever do the voiceover. better to have a shitty release than no release. there weren't any regulations or control organs in those days so you could get away with a lot.
record your shit on a tape, get someone to print out the posters for you and any videotheque in the land would agree to offer it.
