Well if a civil war is coming then you'll have no choice but to start manufacturing children in the moderate/secularist womb else you won't have a competing numbers of cannon fodder and lee 19/20% won't be enough for what you describe as an inevitable war, at most you might have a higher iq advantage but that's it.
That's the problem with today's variants of liberals, they want things to go a certain way based off merit and reason because it's 'moral' and 'right' and actually believe that their political systems will be enough even though everything and anything can be corrupted when what they need is a militant culture instead of begging for peace that won't come. Or perhaps they already do and I'm just projecting my experiences here.
