They don't have the same sex drive as men so they don't really understand fully what their dress does to men. When they see other women dressed that way they don't feel that much unless they are a lesbian, and even then they don't get that visceral urge, emotions and sensations men do.
So they don't fully comprehend the effect they are really having, except on a purely intellectual level.
