On top of tanking the economy for 30 years straight and enabling organized crime to surge and take over chunks of major cities.
That whole paragraph is how the "decoupling of military and government" process evolved in Argentina. Similar to what happened to Russia in the 90s really. A "sudden republic" is always eaten inside out by vultures. Venezuela, if they call elections, will likely go through something similar. Arguably preferable to the braindead retards they have in power right now.
The healthy alternative is a government that purges the entire burocracy in order to replace it with new, fresh, non corrupt (ideally) blood. And that requires forcing the corrupt who will hold onto their guns for dear life out and the several thousand govt key players across all major cities. No latam nation can fund or help with that. If the USA ever tries that we will end up with a Kabul #2 because mutts are not our people and couldn't care less what happens to us.
