The healthy alternative is a government that purges the entire burocracy in order to replace it with new, fresh, non corrupt (ideally) blood. And that requires forcing the corrupt who will hold onto their guns for dear life out and the several thousand govt key players across all major cities. No latam nation can fund or help with that. If the USA ever tries that we will end up with a Kabul #2 because mutts are not our people and couldn't care less what happens to us.
