Firstly, it's more like 80% to 20% rather than 95% to 5%. It's not that they have absolute zero attraction to 95% of men, it's that when women are constantly showered with attention, compliments, love, and confidence boosting, they end up thinking they are hot shit and deserving only of the most attractive and wealthiest/most powerful man. If you grew up being called the most handsome, strongest and coolest boy/young man in the world all the time by parents, friends, and people of the opposite sex it would fuck with your ego and you would think you were deserving of only the hottest girls; this is how most women today grow up. It's why you get morbidly obese women on tinder saying 'no men under 6 ft'. It's because when you are a chick nobody knocks your confidence down and calls you fat/a loser/ugly all the time.
As for the personality aspect...again it's not that women have no attraction to beta males; this quote from Nietzsche's Thus Spake Zarathustra sums it up perfectly.
