God made Satan evil. This is no mystery. God made him to be his advessary, that is why his name is literally adversary. (Google it)
"Now the SERPENT was more subtle than any beast of the field which the
LORD GOD had MADE..." (Gen. 3:1)
"By HIS SPIRIT He hath garnished the heavens; his HAND has FORMED THE
CROOKED SERPENT" (Job 26:13)
God made Satan evil. His heart was always evil.

44 Ye are of your father the devil, and the lusts of your father ye will do. He was a murderer from the beginning, and abode not in the truth, because there is no truth in him. When he speaketh a lie, he speaketh of his own: for he is a liar, and the father of it.
He was a murderer from the begining, even in heaven his heart was evil. Both adam and Satan were perfect for the role God created them to do. Perfection does not mean sinless. Sin starts in the heart and both adam's and Satan's hearts were sinful.
Satan was made to destroy.
"Behold, I have created the smith that blows the
coals in the fire, and that brings forth an instrument for His work, and I
have CREATED THE WASTER TO DESTROY" (Isaiah 54:16).
Compare to
"In the name of our Lord Jesus Christ, when you are gathered together, and my
spirit, with the power of our Lord Jesus Christ, To deliver such an one UNTO
SATAN for DESTRUCTION of the flesh, that the spirit may
be saved in the day of the Lord Jesus" (I Cor. 5:4-5).
Who is the destroyer ? Its the devil.
