It means that you will meet absolutely the entire spectrum of guys there. Anything from ultra smart to ultra morons, from ultra motivated to ultra demotivated, from super handy guys to people with whom you are wondering why they even have hand like limbs. The worst guys are fucking-hell-I-didn't-see-that-coming and they will surprise you in literally everything.
The absolutely only thing saving the game is that the whole mandatory conscription thing is an established tradition and therefore regular officers and NCOs have ton of experience in handling all sorts of characters more or less in a confident manner. You Need a no-nonsense practical psychological eye to keep the thing running.
Consider a service rifle. The old saying is that you should give a rookie only an exactly meter long piece of railroad track, because if it is shorter they will lose it, and if it is longer they will tie it into a knot. And this is fucking true, I am not joking.
