Rather than a single cloud sliding around, the individual particulates are undergoing rapid state change, creating the illusion of movement. Pockets of these small, stable bubbles would form from interactions between convection currents from the water surface, the air, evaporating water, and other forces. When you have several large, really still systems interacting with each other while energy is injected (by the sun) you can get really wacky effects going on.
