that's what one would expect but unfortunately it's only true for upperclassmen since you need to take almost 2 years worth of the general education classes before you're just taking degree specific courses. it's so bad that people specifically need to be told that they should take some intro classes for their degree early on to make sure they like it before that stuff is all they'd be taking.
it's nice in theory to say that you have at l east 3 semesters to choose your degree before you'd start delaying your graduation but it's super wack to realize that means you're spending well over a year of your time and money to be studying random garbage that you definitely aren't interested in.
you can't even make the argument that they exist to give people a chance to explore subjects outside their major since colleges have a set amount of classes you have to take before you can graduate and almost no degree requires that many classes so you HAVE to fill time with extra classes of your choosing anyway
