The reason people think it's either 2/3 or 1/2 chance is because there's two different ways to assume invalid outcomes are eliminated.

You get 1/2 is you assume that the first ball you pick will always be a gold ball; i.e. invalid outcomes simply don't happen.
You get 2/3rds if you assume that if the first ball you pick is a silver ball, you put the ball back and try again; i.e. invalid outcomes do happen, but they're ignored.
