1. Maximum temperatures at the equator aren’t representative of average temperatures subsurface temperatures let alone temperatures at higher and lower longitudes
2. Even at the equator, changing the albedo of the surface soil to reflect 82 % of incident light would result in surface temps of 20 Celsius year round in the first few feet of soil

Mercury is also closer more often so with a sufficiently fast rocket you could be resupplied every few months vs every 2 years for mars

At atmospheric pressure/altitude close to 1 bar Venus is also close to 20°C.
This creates the option of flying cities (blimps etc.) with no need of holding pressure in a vacuum as basis for reducing the atmosphere cooling down the surface in the long therm.
Which is the only place I'd see a potential large scale far future settlement option.

If we are only looking for an outpost Mercury is certainly an option but I see little advantage in choosing a hot medium gravity rock in a vacuum far away (mercury) over a cool low gravity rock in a vacuum in close proximity (moon) for launching spacecraft.
