So he sells them an idea, the idea of Rome. He himself admits to the Courier that it's all bullshit and he just picked that because it was too foreign for Legion tribals to understand. In the end once he defeats the NCR, he will keep it with himself as the leader. If the Legion cannot survive without Caesar (the main argument against them), it still doesn't matter. The end goal for Caesar isn't the Legion. In the eyes of Caesar, the NCR is the Roman Republic. He wants to make it the Roman Empire, but he needs to conquer them first.
