It's generally some strange variant of Asian mentality. One casualty is not much, while hundreds of it are a thing that is worth of punishing. Look at Asahara's case in example and compare it to the cases we are talking about. He was punished and I'm happy that he ended up hanging on a rope in jail, but on the other hand those two cases we have been discussing for a while did not receive a just punishment.
