subnautica does it in a tiered way for the most part, it's just that you need massive amounts of certain materials if you intend to do any base building (which you're encouraged to) and even for regular recipes gathering the amounts you need takes quite a while. maybe i'm just hypersensitive to it from having played the game before since it's one of those things that gets exponentially more annoying on repeated playthroughs
i think you could do something similar but i don't think it would even approach being as realized as it is without VR. for example i'd say if alyx were designed for mouse and keyboard it would be like 80% the experience that is in VR. if until you fall were designed for the wii it'd be 30% the experience is is now.
it's a fully realized roguelite. the majority of the gameplay is just taking down rooms of dudes but there's a decent amount of dude variety and a lot of system variety. like you start out with 5 weapon options (you dual wield so you have to pick 2) and unlock 2 or 3 more with each boss you kill. the weapons can be upgraded to do more damage/give more stats/have more effects/have more room for random effects. all that stuff is permanent progress you make between runs
every time you clear a room you get to choose 1 of 3 random upgrades for the run including stuff like weapon effects, more health, more damage, etc. this stuff is all lost when you die with the only exception being that sometimes one of your 3 choices is to forgo getting anything immediately useful and taking money for the permanent systems instead.
