ISIS certainly did have a strong start catching everyone off guard by pretty much blitzkrieging the Iraqi's and Syrians with all their new Toyota technicals that 'that they somehow just got' but now ISIS has been reduced to a mere insurgency but a damn annoying one non the less.
Also Syria by no means ever was a strong country military wise and also has the flaw of Ba'athist for whatever reason being incompetent at leading an army, dunno why that is specifically but I wager it's the crippling bureaucracy. Same reason a country like Iraq which at the time had the one of largest army in the in the world lost a war to a unstable poorly equipped Iran that had only just got out of a blood revolution and who's only ally was Israel ironically enough.
