Very, very few people knew the full extent of the war crimes. The secrecy and Gestapo made sure of that.
This secrecy left the sociopaths alone and they thought of the people there as just percentages. Do note that even among Nazis, the GP Ost was extreme and the idea of a minority. Most military and party officers "merely" wanted to pillage the country and reduce it in a state of servitude to Germany.
