The problem is that, from what I have observed, Romanian gypsies, despite being more in number there, are more integrated and part of their society, as every peson in a country should be. Bulgarian gypsies on the other hand are not integrated at all - they are literally the lowest scum. There are some good, hard working gypsies, but this is very rare and rather an exception. They live in ghettos, have illegally built houses, steal electricity, pillage, murder and rape. In this regard, Bulgaria is really segregated. Politicians tolerate this, because they get easy votes come election time.
Another problem is that outside of big cities, population in Bulgaria is rapidly declining. There are villages in the country which were once populated by 2000+ people 30 years ago and now have less than a hundred inhabitants. Young people moved to the big cities some time ago, and agriculture is in a very poor state compared to communist times. Now that there are abandoned houses, which are sold for very cheap or just left as they are, gypsies start to populate small villages with declinig population. Old bulgarian citizens, 70+ years, that are still living there leave soon after gypsie ghettos form. There are literally COUNTLESS accounts of gypsies robbing an old lady's house, raping somebody's grandmother or killing someone's lonely grandfather.
