4:only three possible types of casus belli: conquest were you grab territory, subjugation were you attack a nation to turn it into a vassal state, if you succed 25% of the subjugated nation's power goes to you and they sort of became an ally by force, the subjugated nation takes part in every war their overlord does and also can't be attacked by their overlord and finnaly the independence casus belli that only applies to subjugated nations were they wage war to take back their autonomy against their overlord
5:all wars must be declared one turn before the combat happens and when declared you must state your casus belli, if you desire to attack then take that action and roll, if you are being attacked I recommend that the nation defending their territory do the action "prioritize defense".
