If it's monuments, then Paris is the place, but you have to be careful where you're going, as some places are dirty and full of shitskins.
If you are less interested in monuments, and more interested in french culture in general (like food or architecture), Bordeaux is the place. It's the safest major city, although like all major cities in the world, it's not 100% safe.
If you are interested in the countryside, small villages, that is, then the center of France is the best. Bretagne is nice but too unique and kind of has a british feel to it. The south-west has a spanish feel to it, the south-east has an italian feel to it, and the north-east has a german feel to it. The north is kind of empty. So I'd really recommend just visiting small villages in the center of France.
