Ban all avenues to make money from engaging in sexual acts (onlyfans, patreon, camwhores, etc.)
Legalize prostitution and allow the government to regulate it. All women who enter into prostitution do so candidly and can only do it temporarily, like army service. All men are required by law to lose their virginity by age 18 through the use of official prostitution, if they haven't had sex already. Government hands out 1 ticket for free sexual encounter with a prostitute every month to males aged 18-65.
You can still watch amateur porn recordings online.
