My top 5 are
5. Hadrian - Held his way and committed the first true holocaust on zog and burned their cities down. Torched almost 1000 jewish villages. I believe it was 946 he burned. Shattered the Norfmen but building a wall. To keep them and Irish dogs out. killed nearly 1 million Jews. The Jews murdered 700k Roman pagans and nearly 300k Christian's.

4. Trajan - Absolute madman, benevolent, loved his people and even treated the G*rmoids with respect and the Dacian king was given two chances before being executed. Literally controlled up to the northern part of Scottland, ruled parts of ireland (due to installing a puppet king.) All the way to the the near boarders of India.
