You probably mistook her for Flandre, another famous loli (who happens to be a vampire) from the sixth installment of Touhou. One can assume that Rumia, in this image, is biting an unfortunate man's arm only because she thinks it's funny, and not because she needs to drink blood in order to live. As such, the statement you made in the original post is incorrect. I politely invite you to correct it by replying to yourself and letting everybody know you acknowledge that you made a mistake.
