Parents that remain distant from their child, for instance, seem to actively encourage their child to discover things on their own. This wouldn't be so terrible if it were, say, fifty years ago, but now the uncensored internet exists, where some of the most vile things imaginable can be posted for all to see indiscriminately, including this revolting fetishism.
In this way, these people as children aren't necessarily the direct victims of some dramatic event or occurrence, but they are the victims of extreme isolation. These days, the biggest solution to that is to go on the internet where they can be with others, and as people start to further and further down the internet's rabbit holes, they end up falling in love with gross fetishistic stuff like that.
Ultimately, however, this isn't normal behavior. These fetishes aren't things that people who have otherwise happy, healthy lives end up experiencing. Something drastically wrong has to have happened in their life, whether over time as with isolation, or in an instant as with molestation, for some bizarre fetish like this to suddenly appear attractive to them.
