You remembered to use a good shaving cream and not shave against the grain, right? You shouldn't be using foams, those don't help much. Gels aren't good either as they contain mostly alcohol and are bad for your skin. Remember not to use dull bad razors either. If nothing else works, try shaving in the shower, the extra water can help ease pain on your neck from the shave.
