It will be placed on atheist, evil doers and people who can't THINK for five seconds before they speak their aimless guttertalk. People unable to strip the world to the bare minimum and see the truth, people possessed by ideologies and rotten ideas that consume them to scream and shout down everyone who tries to educate them.
It's almost certain that all of you reading this would be enslaved and I guarantee the world would be better for it. None of you have any use, you are currently a net negative and would be better of serving my interests in making the world a better place, this would be beneficial to both us and everyone else. I've yet to personally meet anyone who doesn't deserve slave status but I know they exist, naturally as in times of the ancient past most people will be slaves.
