It doesn't ever suggest that you should try to understand the Holy Spirit's judgement, but it does say that if you reject the one the Holy Spirit sends then you have rejected the Holy Spirit.
However, in the interest of increasing knowledge, this is the answer to, "How can God [whatever]?" The answer is that the outcome I make doesn't lead to the extinction of the entire species in which everyone's children die. The outcome made by everyone else is such that everyone's children die but the outcome I produce is such that some people's children live. It is as simple as that. The way I do it is better than the way anyone else would do it.
